AGENDA REPORT
DATE: August 11, 2025
TO: City Commission
FROM: Bill McDaniel, City Manager
SUBJECT: Police Department/Emergency Operations Center Standby Generator Replacement - Hazard Mitigation Grant Program Authorized Agent Form and Maintenance Agreement Form
EXECUTIVE SUMMARY:
The City of Plant City applied for funding for a project through the Hazard Mitigation Grant Program (HMGP), managed by the Florida Department of Emergency Management (FDEM). The existing stand-by power system is approximately 20 years old and does not fully serve the facility. The Police Department and Emergency Operation Center (PD/EOC) are critical facilities and loss of use during or following a severe storm could cause a delayed response for all public safety, the infrastructure damage assessment team, and recovery operations, potentially resulting in greater personal injury, property damage, and loss of life.
In 2023, the City contracted SGM Engineering, Inc. to evaluate the existing system and identify deficiencies in the power generation and distribution systems. The consultant recommended replacing the existing generators with redundant units, each sized to serve the PD/EOC facility, and reconfiguring the power distribution system to maximize resiliency.
The project will upgrade and replace the necessary components of the stand-by power generator system serving the PD/EOC. The estimated project cost is $600,000. This proposed HMGP grant will provide up to 75% of the project cost ($450,000).
The HMGP application requires execution of the Authorizing Agent Approval form and a Maintenance Agreement form, signifying the City's commitment to provide matching funds and to provide routine maintenance of the equipment, respectively.
RECOMMENDATION:
That the City Commission authorize the City Manager to execute the Authorizing Agent form and the Maintenance Agreement form for the PD/EOC standby generator replacement project submitted for funding through the HMGP.
