AGENDA REPORT
DATE: August 25, 2025
TO: City Commission
FROM: Bill McDaniel, City Manager
SUBJECT: Sodium Hypochlorite Bulk Storage Tanks
EXECUTIVE SUMMARY:
The City of Plant City has three Sodium Hypochlorite storage tanks that need replacement due to age and poor condition. These tanks have a limited lifespan for storing 12% Sodium Hypochlorite (bleach). The City recently approved a contract with H2sOlutions for industrial maintenance and repair services (25-051UM-TG-PB).
H2sOlutions will provide turnkey replacement services for Sodium Hypochlorite storage tanks at Plant City’s Water Treatment Plant (WTP4) and the Water Reclamation Facility (WRF), under Contract No. 25-051UM-TG-PB. The turnkey project includes all labor, parts, piping, and equipment for the tanks.
The three storage tanks selected are Integrally Molded Flanged Outlet Tanks (IMFO) made of polyethylene for a seamless, leak-free design with a much longer lifespan than our current type of bleach tanks. Replacing these bulk tanks will allow the WRF and WTP4 to continue serving our community for water disinfection.
RECOMMENDATION:
That the City Commission authorizes the City Manager to execute a Work Order 25-017PK-JG-PB-01 with H2sOlutions for the replacement of the Sodium Hypochlorite storage tanks, for $145,669.00.
FISCAL IMPACT:
There is $60,000 available in the Water/Sewer CIP # UM018 - WTP Equipment, and $100,000 available in CIP # UO030 - Wastewater Tank Rehab for this purchase.
