AGENDA REPORT
DATE: October 13, 2025
TO: City Commission
FROM: Bill McDaniel, City Manager
SUBJECT: Purchase NeoGov HR Software
EXECUTIVE SUMMARY:
Successful Human Resources (HR) departments rely on modernized employee training, effective onboarding procedures, accurate applicant tracking, proactive recruiting, reliable reporting measures, accurate performance metrics, and streamlined communication. Currently, the City's Human Resources & Risk Management Department manages these functions primarily through manual processes, with limited support from Tyler Munis, the City's financial software.
The City has identified NeoGov, the nation's leading human resources software designed specifically for government and public sector organizations, as the best solution to modernize operations. NeoGov's proprietary Recruitment and Development Suites provide comprehensive tools to streamline recruitment, onboarding, performance management, training, and policy compliance. NeoGov currently services over 190 government clients in Florida. NeoGov is uniquely built for municipalities and is the only HR software platform recognized as a complete solution for governmental entities. To facilitate this purchase, the City will piggyback on an existing contract under the North Carolina Sheriff's Procurement Program. This process allows the City to bypass formal competitive bidding due to the proprietary and specialized nature of the software.
Adoption and continued operation of the suites will require a long-term financial commitment for licensing and support. Attached is the four-year pricing plan that utilizes the piggyback contract 25-04-022 - North Carolina Sheriff's Technology Procurement Program, which ends September 30, 2029.
RECOMMENDATION:
That the City Commission authorize the City Manager to execute an agreement with NeoGov for a period of four years, via piggyback of the North Carolina Sheriff's Procurement Program, at a cost not to exceed $581,551.07.
