AGENDA REPORT
DATE: September 22, 2025
TO: City Commission
FROM: Bill McDaniel, City Manager
SUBJECT: Purchase of Vehicles and Equipment
EXECUTIVE SUMMARY:
Citywide vehicle and equipment purchases are approved as part of the annual budget process. As each new fiscal year commences, specifications for all approved vehicles and equipment are developed by the Fleet Division and sourced through the procurement process.
The current marketplace for vehicles and equipment has improved for the consumer but is still volatile for fleet of municipalities regarding price, parts, and availability. Manufacturers implement restrictions for vehicle ordering dates that end ahead of the normal cycle, and discontinue fleet models, which impacts availability. To effectively source and secure vehicles and equipment in the current market, staff recommends authorizing the City Manager to take all action necessary to purchase the vehicles and equipment approved by the City Commission in the Fiscal Year 2025-2026 budget, not to exceed $9,862,900.
This proactive approach will afford the City the best opportunity to source and acquire items as they become available to order and purchase. Purchases more than $25,000 will be reported to the City Commission.
RECOMMENDATION:
That the City Commission adopt a resolution authorizing the City Manager to take all action necessary to purchase the vehicles and equipment approved by the City Commission in the Fiscal Year 2025-2026 budget, not to exceed $9,862,900.
FISCAL IMPACT:
A total of $9,862,900 is included in the Fleet Fund of the Fiscal Year 2025-26 budget to purchase vehicles and heavy equipment.
