                                                               AGENDA REPORT

DATE:                                          October 27, 2025

TO:                                          City Commission

FROM:                                          Bill McDaniel, City Manager

SUBJECT:                     EPR Fireworks

EXECUTIVE SUMMARY:

The Plant City Fire Rescue Prevention Division currently utilizes EPR Fireworks for fire prevention reporting and inspections. Plant City Fire Rescue is seeking to expand its use of this system by adding programming capabilities to create a comprehensive platform that supports all aspects of Fire Rescue operations.

EPR Fireworks will integrate:

•                     EMS & Fire Reporting - Streamlined documentation and compliance.

•                     Fire Prevention & Inspections - Simplified scheduling, tracking, and reporting.

•                     Staffing & Scheduling - Efficient workforce management with real-time updates.

By consolidating multiple software solutions into a single, unified platform, EPR Fireworks will improve efficiency, reduce redundancy, and enhance overall operational readiness.  In addition, when the current subscription cycle expires on September 30, 2026, it will be added to this contract at a total cost of $5,979.97.

Based on the Hillsborough County contract for software services, the first-year cost is $29,658.00 with a total three-year cost of $85,313.58, including the existing single use platform, if the City Manager renews the contract annually. The contract can be terminated with written notice 60 days in advance.

RECOMMENDATION:

That the City Commission authorize the City Manager to execute agreement 25-063FR-DD-PB with EPR Fireworks, via piggyback of Hillsborough County, at a total cost of $29,658 for software services, and authorize the City Manager to execute two one-year annual renewals based on terms of the agreement.

FISCAL IMPACT:

Funds are available in the General Fund, Org # 00152703, Obj # 434100 - Fire Rescue Operations: Computer and Software Services.
