DATE:                                          October 13, 2025

TO:                                          City Commission

FROM:                                          Bill McDaniel, City Manager

SUBJECT:                     Approval of Interlocal Agreement Regarding 9-1-1 User Fees

EXECUTIVE SUMMARY:

The City of Plant City receives annual funding from Hillsborough Coounty to support the 9-1-1 Public Safety Answering Point (PSAP) operated by the Plant City Police Department. The annual funding transfer will be accomplished via an Interlocal Agreement. Once the interlocal agreement is executed, this year (2026), the City of Plant City will receive $128,116.00.

This agreement enables the distribution of 9-1-1 user fees to support Plant City's 9-1-1 Operations Center. Specified uses of these funds include 9-1-1 telecommunicator salaries, 9-1-1 telecomunicator education and training, and other authorized expenses as described in Florida State Statute 365.172 (10). The City Commission must approve this agreement before the funds can be distributed to the City. The City of Plant City has received the 9-1-1 User Fees for several years.

RECOMMENDATION:

That the City Commission adopt a resolution authorizing the Mayor to execute an interlocal Agreement between the City of Plant City and Hillsbororugh County regarding the distribution of 9-1-1 User Fees.

FISCAL IMPACT:

Funds will be deposited into the General Fund, Org # 00130000, Obj #334220 - 9-1-1 User Fees. These funds will be used in accordance with the terms of this agreement and applicable state statutes to support the Plant City Police Department's 9-1-1 PSAP. There is no local match required to receive the funds allocated under this agreement.
