SUBJECT: Change Order for Reynolds St Sewer Main Replacement
Project with Killebrew

EXECUTIVE SUMMARY:

The Utilities Department identified a section of sewer main in critical condition within the CSX right-of-way on Reynolds Street, between North Palmer Street and North Michigan Avenue. The existing deterioration is causing a blockage that prevents sewer flow from upstream manhole 2-712 to downstream manhole 2-711.

Construction Work Order No. 2 with Killebrew, Inc., under City Project No. 25-033UM-TG-PB, was approved at the Commission meeting held on June 23rd. The scope of work includes installation of approximately 214 linear feet of new sewer main and associated manholes to facilitate rerouting. The estimated construction cost is $584,585.32.

Due to the proposed installation depth of approximately 10 feet, dewatering is required to ensure proper construction conditions. During preparation for the dewatering operation, the contractor encountered contaminated groundwater. Although the property south of the construction site is designated as a DEP Cleanup Site, the project location was not initially anticipated to be impacted by groundwater contamination from the nearby site.

Under normal circumstances, dewatering discharge is directed to a storm drain or designated area. However, due to the contamination, the water must be treated prior to discharge or hauled offsite for treatment. The contractor evaluated both options and determined that onsite treatment is the more cost-effective solution, with minimal associated risk compared to offsite hauling.

The estimated cost for treatment and dewatering operations is $191,121.89 over a three-week period. The contractor will coordinate with subcontractors to mobilize treatment equipment and maintain operations onsite. The Utilities Department recommends proceeding with a change order to incor...
