SUBJECT: Engineering Work Order with CHA Consulting, Inc. for
Lift Station 11 Bypass Force Main

EXECUTIVE SUMMARY:

Lift Station 11, located at Valencia Ct N, serves multiple customers within the Walden Lake Subdivision. The associated force main, originally constructed around 1970, traverses the Sparkman Branch and connects to the sanitary sewer manhole in Sydney Road.

In May of this year, the Utilities Department responded to a force main failure within this segment. The existing pipeline consists of cast iron pipe with welded joints, particularly near the CSX railroad right-of-way. These welded joints have become points of vulnerability due to long-term corrosion and pressure fatigue. The break occurred in a location with limited accessibility, complicating emergency response efforts and equipment mobilization.

Additionally, due to the proximity of the failure to Sparkman Branch, the Utilities Department had to perform water quality sampling and posted public health advisories at a nearby pond. Signage was installed to warn of potential contamination and elevated E. coli levels until subsequent water quality samples confirmed clearance.

To proactively mitigate future failures and reduce environmental risk, the Utilities Department proposes designing a bypass alignment for the Lift Station 11 force main. The objective of this project is to reroute the existing pipeline away from the CSX railroad right-of-way and Sparkman Branch, thereby improving maintenance accessibility and reducing the possibility of sanitary sewer overflows.

The proposed bypass will enhance system reliability and reduce the likelihood of future environmental violations resulting from sewer spills in sensitive areas. Utilizing the City's continuing contracts for engineering services, staff developed Engineering Work Order 21-020-06J-03 with CHA Consulting, Inc. to perform a comprehensi...
