DATE:                                          November 10, 2025

TO:                                          Community Redevelopment Agency of the City of Plant City

FROM:                                          Bill McDaniel, Executive Director

SUBJECT:                     Site Access Agreement - 507 S. Wheeler Street

EXECUTIVE SUMMARY:

Florida Department of Environmental Protection (FDEP) has retained Environmental Risk Management, Inc. (ERMI) as a contractor to clean up the former Petrol Mart property located at 507 South Wheeler Street (former Kash and Karry site).  On November 13, 2017, the CRA adopted Resolution No. 13-2017 that approved a Site Access Agreement with Environmental Risk Management, Inc., which has now expired. FDEP and ERMI have asked for access to the property located at 507 South Evers Street owned by the CRA.  They will be conducting testing and clean up, if necessary, on the CRA property as well.  The CRA property is a non-source property and allowing access would facilitate the clean-up by the State of not only the CRA parcel, but also private property within the Midtown area.

RECOMMENDATION:

That the CRA adopt the resolution approving the access agreement.

FISCAL IMPACT:

No fiscal impact.
