AGENDA REPORT
DATE: November 10, 2025
TO: City Commission
FROM: Bill McDaniel, City Manager
SUBJECT: Digitech Computer LLC for PEMT and MCO Cost Reporting Services
EXECUTIVE SUMMARY:
Since 2016, the City has partnered with the Agency for Health Care Administration (AHCA) through the State of Florida Public Emergency Medical Transportation (PEMT) program to provide an alternative funding source to publicly owned and operated emergency medical transportation providers for Medicaid fee-for-service (FFS) patients transported to local hospitals. The program requires an annual report due by November 30 that includes finances and various transport data. This program leverages Federal Medicaid funding based on State cerified public expenditures (CPE) incurred by the City. The City expects $24,000 for FY 2025 to close the gap between cost incurred and revenue received for each Medicaid patient transport.
In 2019, the State Legislature authorized expansion of the program to include the Medicaid Managed Care (MCO) population. On September 22, 2025, the City Commission authorized continued participation in the intergovernmental transfer (IGT) program with the Agency for Health Care Adminstration (AHCA). The City's investment of $333,001.08 will generate a return of $778,403.64 from the Medicaid managed care providers for a net gross return of $445,402.56.
Utilizing the City's Alternative Vendor Selection Purchase process, staff obtained a proposal from Digitech to provide PEMT and MCO Cost Reporting Services. Digitech is experienced in providing these reporting services to 50 clients in Florida and maintains a strong relationship with AHCA. Digitech is the best option for the City based on an existing agreement and their familiarity with the program and the City's data.
