SUBJECT: As-Needed Sanitary Sewer, Manhole Inspections, and Mapping

EXECUTIVE SUMMARY:

The City owns and operates a domestic wastewater facility regulated under the Florida Administrative Code (F.A.C.). Rule 62-600.705(2)(a) that requires the City develop and maintain a Collection System Action Plan to assess, repair, and replace aging or vulnerable components of its wastewater collection and transmission systems.

This rule establishes a minimum goal of performing basic evaluations for at least 25 percent of the collection/transmission system during each five-year planning horizon. The rule further requires that infiltration, inflow, and leakage rates remain below levels considered excessive under Rule 62-604.500, F.A.C.

To meet these regulatory requirements efficiently and cost-effectively, staff recommends using RedZone Robotics, Inc., who specializes in wastewater infrastructure inspection and assessment. The company provides National Association of Sewer Service Companies (NASSCO)-certified, actionable condition data that will assist the City in meeting the 25-percent system evaluation requirement. The inspection results will also enable staff to prioritize repairs, replacements, and maintenance activities in alignment with the Florida Administrative Code mandates and the City's long-term asset management objectives.

RedZone Robotics Inc. (RedZone) provides all labor, materials, supervision, tools, equipment, and vehicles to perform sanitary sewer and manhole inspections. The City may procure these services from RedZone through a piggyback agreement on the Brevard County Request for Proposal (RFP #7-22-05) titled Sanitary Sewer and Manhole Inspections Services.

The original term was March 1, 2022 through February 28, 2025, with two single-year renewal options. The agreement is in its first renewal year which is through February 28, 2026. There is one...
