SUBJECT: Legislative public hearing on an ordinance to adopt the annual update of the 5-Year Capital Improvement Schedule of Projects for FY26 - FY30 (PB-2025-20)
EXECUTIVE SUMMARY
This item is a legislative public hearing to consider the adoption of the annual update of the 5-Year Capital Improvement Schedule of Projects for FY26 - FY30 [PB-2025-20]. The attached table is proposed to be included in Plant City's Capital Improvements Element to meet the requirement to annually update the 5-Year Capital Improvement Schedule of Projects in compliance with Chapter 163, Florida Statutes. The proposed schedule is based on and is a subset of Plant City's Capital Improvement Program for FY26 through FY30.
The projects noted within the table either maintain or enhance the municipality's adopted levels of service, which in turn implements the overall "vision" of the Imagine 2040: Plant City Comprehensive Plan. The proposed list of projects would replace the current Plant City Schedule of Projects. The attached analysis [provided by the Hillsborough County City-County Planning Commission] and table documents sixteen potable water, sanitary sewer, transportation, recreation, and stormwater management project areas with total allocations over the next five years of $90,389,220 ending in FY30.
Attached is the Planning Commission's analysis on the proposed 5-Year Capital Improvement Schedule of Projects and their staff recommendation of consistent to the City Commission.
The Hillsborough County City-County Planning Commission reviewed this text amendment on September 8, 2025 and voted 9-0 to forward the update to the City Commission with a recommendation of consistency.
RECOMMENDATION
Adopt an ordinance approving the annual update of the 5-Year Capital Improvement Schedule of Projects for FY26 - FY30.
