SUBJECT: Warnell St Brick Road Restoration - Phase 1 & 2
EXECUTIVE SUMMARY:
The Warnell St Brick Road Restoration project for FY2025-2026 consists of removing the existing brick pavers, leveling and compacting the bedding layer, and cleaning & re-install the existing brick pavers between E. Tomlin Street to E. Laura Street.
Phase 1 consists of removing, cleaning, and storing the existing brick pavers along N. Johnson St, N. Merrin St, and N. Warnell St; all situated between E. Baker St & E. Reynolds St. These efforts will allow us to generate a stockpile of brick pavers to be used along Warnell St for the restoration efforts in Phase 2 and future phases. N. Johnson St, N. Merrin St, and N. Warnell St will be resurfaced with asphalt under a separate contract (i.e., 2022-2024 Street Resurfacing).
Phase 2 consists of removing & re-laying the existing brick pavers along N. & S. Warnell St between E. Reynolds St to E. Laura St. Sidewalk re-construction, driveway modifications, and curb repairs are also included in this phase.
This work can be completed by JNandlal Maintenance Services of Brandon, LLC, via piggyback of City of Lakeland bid No. 2023-ITB-078, Annual Brick Street and Streetscape Repair and Replacement Services.
RECOMMENDATION:
That the City Commission authorize the City Manager to execute an agreement 26-012EN-HJ-PB with JNandlal Maintenance Services of Brandon, LLC, via piggyback of City of Lakeland bid No. 2023-ITB-078, Annual Brick Street and Streetscape Repair and Replacement Services, for the Warnell St Brick Road Restoration project, Phase 1 & 2, for $516,563.50.
FISCAL IMPACT:
CRA funds are available in ST029 - Brick Road Restoration. Warnell St is located within the CRA district limits; including N. Johnson St and N. Merrin St.
