AGENDA REPORT
DATE: January 26, 2026
TO: City Commission
FROM: Bill McDaniel, City Manager
SUBJECT: Contract Agreement for the Transport of Biosolids
EXECUTIVE SUMMARY:
Plant City currently has an agreement with T. Wayne Hill Trucking & Technologies to haul and process biosolids from the City's Water Reclamation Facility (WRF). Each year, the WRF produces approximately 8,773 wet tons of biosolids which are collected daily by T. Wayne Hill and transported to Class AA residuals treatment facilities for disposal.
Hurricanes Debby, Helene, and Milton reduced the number of biosolids treatment facilities in Florida due to flooding, which in turn impacted the pricing and availability of treatment disposal locations and haulers. Staff recommends using T. Wayne Hill Trucking & Technologies under a piggyback contract with the City of Orlando IFB22-0013-2 for $80.00 per ton, which is valid until January 9, 2027. This will provide a turnkey service for hauling approximately 28 truckloads monthly of biosolids off-site and treating them through composting methods for disposal.
RECOMMENDATION:
That the City Commission authorize the City Manager to execute an agreement, and subsequent annual extensions, with T. Wayne Hill Trucking & Technologies to haul the City's biosolids at the rate of $80.00 per ton for an estimated annual value of $701,840. This also includes all gap purchases made from the date of our last sole-source agreement.
FISCAL IMPACT:
Funds are available in the Water / Sewer Fund, Org # 40257802, Obj # 434000 - Utilities Operations: Other Contractor Services.
