AGENDA REPORT
DATE: January 12, 2026
TO: City Commission
FROM: Bill McDaniel, City Manager
SUBJECT: Quasi-judicial public hearing on an ordinance to rezone 14.2 acres from Hillsborough County Agriculture Single Family-1 to R-1 located on the north side of Trapnell Road, west of James L. Redman (PB-2024-47).
EXECUTIVE SUMMARY:
The applicant proposes to rezone two parcels from Hillsborough County AS-1 to Plant City Single-Family Dwelling District (R-1). Concurrent annexation and comprehensive plan amendment applications have been filed alongside this rezoning request. The subject site abuts the Plant City limits on the north and east sides and fronts on the north side of Trapnell Road, east of Turkey Creek Road and west of James L. Redman.
Though a standard rezoning is not site plan specific, the applicant has submitted drawings showing the development of a 33 lot single family subdivision with 70 foot wide lots. However, if approved the project would be allowed a minimum lot width of 60 feet.
On November 19, 2025, staff presented a recommendation of approval for the proposed rezoning (PB-2024-47) to the Planning Board. This recommendation was based on the positives, negatives, and mitigating factors outlined in the attached staff report. Following the presentation, the Planning Board voted (5-2) to forward the request to the City Commission with a recommendation of approval.
RECOMMENDATION:
That the City Commission adopt an ordinance approving the proposed rezoning (PB-2024-47).
FISCAL IMPACT:
Potential increase in single family uses.
