AGENDA REPORT

DATE: February 23, 2025

TO: City Commission

FROM: Bill McDaniel, City Manager

SUBJECT: Engineering Work Order with Hazen for Facility Plan

EXECUTIVE SUMMARY:

The City of Plant City continues to experience sustained growth, necessitating proactive planning for the expansion of its water and wastewater utility infrastructure. Given the potential capital investment required for these improvements, the City is pursuing economical and sustainable funding mechanisms.

To support this effort, the Utilities Department recommends engaging Hazen and Sawyer, P.C. to prepare a comprehensive Facility Plan document that will position the City for eligibility under both the Drinking Water and Clean Water State Revolving Fund (SRF) programs administered by the Florida Department of Environmental Protection.

This planning effort represents the initial step in the SRF funding process and will provide the environmental documentation required for future loan consideration. The Facility Plan will consolidate evaluations of the City's drinking water and wastewater systems in accordance with applicable Florida Administrative Code requirements.

The scope of work includes developing and comparing feasible project alternatives, assessing environmental and economic impacts, conducting field and database evaluations, and recommending preferred solutions based on technical feasibility, cost-effectiveness, and environmental considerations.

The final Facility Plan will integrate all technical, environmental, and financial components and will undergo review by the City, FDEP, and the State Clearinghouse. The total cost for these professional services is $142,885.00.

RECOMMENDATION:

That the City Commission authorize the City Manager to execute an Engineering Work Order with Hazen and Sawyer, P.C., in the amount of $142,885.00, to complete a facility plan for drinking water and clean water SRF funding.
