Reclamation Facility Aeration Basin Mixers and Clarifier Scum
Pumps Replacement
EXECUTIVE SUMMARY:
The construction contract with Vogel Bros. Building Co. for the replacement of eighteen mixers and three scum pumps serving the aeration basins and clarifiers at the Water Reclamation Facility (WRF), located at 1500 W. Victoria Street, was approved by the City Commission on May 12, 2025.
As part of the project scope, the contractor is required to clean the aeration basins to remove accumulated grit and sand to improve basin performance and enhance treatment efficiency. During the cleaning of Aeration Basin No. 3, staff observed significantly more grit and sand accumulation than originally anticipated. The contract allowance of 500 cubic yards was fully expended on Basin No. 3, and additional quantity is required to complete the remaining basins.
The aeration basins are critical to the wastewater treatment process, and only one basin can be taken out of service at a time to avoid operational impacts. Because grit and sand settlement is not uniform, accurate quantity estimates cannot be determined until each basin is fully drained and inspected. To maintain project progress and prevent delays to equipment installation, an additional 825 cubic yards is requested to be included in the contract for continued cleaning. Utilities staff negotiated a reduction in the unit price from $445 to $200 per cubic yard. The total cost associated with this change order is $168,300.00.
RECOMMENDATION:
That the City Commission authorize the City Manager to execute Construction Contract Change Order No. 1 with Vogel Bros. Building Co. for additional grit and sand removal in the amount of $168,300.00.
FISCAL IMPACT:
Funds are available in the Water/Sewer Fund.
