AGENDA REPORT

DATE: March 9, 2026

TO: City Commission

FROM: Bill McDaniel, City Manager

SUBJECT: Medical Director Services Agreement

EXECUTIVE SUMMARY:

Plant City Fire Rescue, as an Emergency Medical Service Provider, must contract with a medical director who is a licensed physician and meets the criteria set out in Chapter 401, Florida Statutes, and the rules of the Department of Health, Chapter 64J-1, F.A.C.

Dr. James Bartlett began providing service to Plant City Fire Rescue as our medical director in 2014. Since this time Dr. Bartlett has been providing the following services:

? Develop and review medically correct standing orders which permit specified
Advanced Life Support (ALS) and Basic Life Support (BLS) procedures.
? Perform quality assurance, and continued education.
? Oversee the re-certification of emergency medical technicians and paramedics.
? Participate in any disaster preparation role as deemed appropriate by PCFR.
? Observe skill levels of emergency medical technicians and paramedics in the field.

Dr. Bartlett recently requested an amendment to his compensation agreement. His current annual compensation is $40,000. The proposed amendment provides for an annual increase of $2,000 over a three-year period, resulting in compensation of $42,000 in year one, $44,000 in year two, and $46,000 in year three.

The proposed contract language is consistent with the existing contract other than providing a contract term of 36 months from April 1, 2026, and providing a $2,000 increase annually effective April 1, 2026. The increase would bring his annual contract amount from $40,000 to $46,000 at the conclusion of 36 months.

RECOMMENDATION:

That the City Commission approve the revised agreement with James Bartlett, M.D. to serve as medical director in accordance with Florida Statute 401.265.

FISCAL IMPACT:

The proposed contract provides for annual compensation of $42,000 in year one, $44,000 in year two, and $46,000 in year three...
