AGENDA REPORT
DATE: March 9, 2026
TO: City Commission
FROM: Bill McDaniel, City Manager
SUBJECT: Combat Equipment for Static Public Display (TACOM)
EXECUTIVE SUMMARY:
The U.S. Army Tank-automotive and Armaments Command (TACOM) administers a combat equipment static display program that allows eligible governmental entities to receive surplus military equipment for commemorative and educational purposes. The City of Plant City seeks to participate in this program to honor the service and sacrifice of United States military veterans.
The proposed equipment would be placed on permanent static display adjacent to the Veterans’ Monument at Courier Field, a publicly accessible site dedicated to veteran recognition and education. The equipment would be used solely for static display, would not be operated or restored to working condition, would remain the property of the United States Government, and would be subject to recall at the discretion of the U.S. Army.
The City acknowledges responsibility for all requirements associated with the loan, including but not limited to demilitarization, display site preparation, transportation fees, preservation, and ongoing maintenance of the equipment.
RECOMMENDATION:
That the City Commission adopt a resolution authorizing the City Manager to submit requests to the U.S. Army Tank-automotive and Armaments Command (TACOM) for the loan of combat equipment for static public display and to execute all related documents, including acceptance of equipment if and when it becomes available.
FISCAL IMPACT:
There is no immediate fiscal impact associated with approval of this item. Any future costs related to transportation, installation, and maintenance of approved equipment will be addressed separately.
