AGENDA REPORT
DATE: March 9, 2026
TO: City Commission
FROM: Bill McDaniel, City Manager
SUBJECT: WRF Hydro Pneumatic Tank Replacement
via Sec. 2-143.(11) - Exceptions.
EXECUTIVE SUMMARY:
A comprehensive out-of-service inspection, mandated by Florida Department of Environmental Protection (FDEP) Rule 62-555, was performed to evaluate the suitability of a 15,000-gallon reclaimed water hydro pneumatic tank for continued service. The inspection determined the vessel is in fair to poor condition, with critical failures identified in the internal protective systems and safety hardware. While the tank is currently suitable for service at its maximum allowable working pressure, Varrea's booster station going into service will further compromise the condition of the tank and the probability of failure is greatly increased.
Staff would like to work with Procurement to solicit quotes in lieu of invitation for bid to save time on the procurement process for this long lead item.
RECOMMENDATION:
That the City Commission approve the City Manager to move forward with procurement of the 15,000-gallon reclaimed water hydro pneumatic tank under Section 2-143(11) titled Exception.
FISCAL IMPACT:
Funds are available in CIP # UM017 - WRF Equipment Replacement.
