SUBJECT: East and Westside Canal Bathymetric and Topographic Survey

EXECUTIVE SUMMARY:

There were two drainage conveyances running from south to north through the City of Plant City that were naturally occurring systems prior to 1960. These conveyances were dredged after Hurricane Donna to create what we now refer to as the East and Westside Canals. They are key conveyances in the area's stormwater management system, designed to move excess rainwater away from developed areas and reduce flooding risk. Since they handle large volumes of water during storm events, they can be prone to issues like sediment buildup (sedimentation) and bank erosion. During storm events, portions of both canals have experienced flooding as well.

This survey project is part of a more proactive, data-driven flood management strategy to establish a baseline of current conditions through a detailed bathymetric and topographic survey. This survey will identify areas of concern, such as sedimentation and erosion, and will also support comparisons with future survey efforts. The Engineering Department requested proposals from five consulting firms from our Library of Engineering Services providers. Southeastern Surveying and Mapping Corporation was selected to provide Professional Surveyor and Mappers for survey and mapping services for the East and Westside Canals.

The scope of services includes dual-frequency bathymetry, aerial LiDAR (Light Detection and Ranging), spot elevations, site benchmarks, structure information such as location, top elevation, pipe size, type, pipe invert elevations for all inlets, storm and sanitary manholes, and control structures that fall within the survey limits. The project is estimated to be completed within 120 days from notice to proceed. Deliverables shall consist of an electronically signed and sealed survey, along with an AutoCAD Civil 3D file, a di...
