AGENDA REPORT
DATE: April 13, 2026
TO: City Commission
FROM: Bill McDaniel, City Manager
SUBJECT: Edward Byrne Memorial Justice Assistance Grant Program FY 2025
Local Solicitation
EXECUTIVE SUMMARY:
The Plant City Police Department (PCPD) has been identified to receive $18,064.00 in federal grant funding under the FY 2025 Edward Byrne Memorial Justice Assistance Grant Program (EBMJAGP) local solicitation. This is a formula-based, non-matching grant, meaning no City funds are required to receive the award. The funds are allocated to the City of Plant City for law enforcement purposes and are subject to specific usage restrictions. The Police Department has reviewed the allowable uses under the grant guidelines and verified that the proposed expenditures comply with all program requirements.
In alignment with the grant's authorized uses, PCPD proposes to utilize these funds to procure technology that will enhance law enforcement capabilities and service delivery within the community. Specifically, the Department intends to acquire a Computer-Aided Dispatch (CAD) and Records Management System (RMS) data replication server.
Cost Breakdown:
First year software cost: $10,971.39
One-time hardware cost: $9,655.00
Total project cost: $20,626.39
The total project cost exceeds the grant award by $2,562.39. This difference will be funded from the police department's existing budget.
RECOMMENDATION:
That the City Commission adopt a resolution to accept the grant award and authorize the expenditure of funds, including the additional City contribution of $2,562.39, to complete the purchase and implementation of the CAD/RMS data replication server. Approval would also authorize the City Manager to execute the required "Certifications and Assurances by the Chief Executive of the Applicant Government" form associated with the grant.
FISCAL IMPACT:
Funds are available in the General Fund.
