SUBJECT: Resolution approving Modification 4 to the Engineering Work Order with WSP for additional engineering services for the Rowena Mays Athletic Park Project.
EXECUTIVE SUMMARY:
On March 27, 2023, the City Commission approved Engineering Work Order (EWO) 21-020-01P-03 with WSP USA, Inc. (WSP) for full design of Rowena Mays Athletic Park through the City’s continuing contracts for engineering services in the amount of $282,653.00. This EWO has been modified twice under the City Manager’s award authority for administrative changes, such as hydraulic modeling, stormwater report preparation, and SWFWMD permit modifications. On April 14, 2026, a third modification was brought before the City Commission for approval by resolution after exceeding the City Manager's 10% authorization threshold. The modification authorized WSP to develop the architectural design and construction plans for the new restroom building within the park.
In November 2025, Manhattan Construction Company (MCC) started construction of the park. WSP has assisted MCC with additional architectural and engineering services for the project's construction documents and construction administration phase. In April 2026, WSP submitted a request for a change order that outlined additional drafting and construction administration services in the amount of $6,844.00.
RECOMMENDATION:
That the City Commission authorize the City Manager to execute Modification 4 to Engineering Work Order 21-020-01P-03 with WSP USA, Inc. (WSP), for additional drafting and construction administration services for the new Rowena Mays Athletic Park in the amount of $6,844.00.
FISCAL IMPACT:
Funds are available in CIP # PK027 IMPLMT312 - Rowena Mays Athletic Park project.
