AGENDA REPORT

DATE: May 11, 2026

TO: City Commission

FROM: Bill McDaniel, City Manager

SUBJECT: Traffic Signal Infrastructure Assessment

EXECUTIVE SUMMARY:

The City relies on traffic signal infrastructure as a core component of safe and efficient transportation operations. However, much of this infrastructure, particularly mast arms, poles, and foundations, was installed decades ago under design standards, loading assumptions, and equipment configurations that have since evolved. Conducting a comprehensive Traffic Signal Structural Assessment is necessary to ensure that existing signal structures can safely support modern equipment, withstand current wind-load criteria, and continue serving the public reliably.

A structural assessment of City owned traffic signals will provide quantifiable data on the condition, capacity, and remaining service life of each traffic signal support assembly. By doing so, Traffic Operations can proactively identify deficiencies before they become critical safety hazards or costly emergency failures. Location references are as described below:

1. Dr. Martin Luther King Jr. Blvd at Collins St - Concrete Poles Box Span
2. Dr. Martin Luther King Jr. Blvd at Wheeler St - Concrete Poles Box Span
3. Alsobrook St at Collins St - Two Dual Mast Arms
4. Maki Rd at James L Redman Pkwy - Concrete Poles Diagonal Span
5. Ball St at Evers St - Concrete Poles Box Span
6. Alexander St at Walmart Entrance - Concrete Poles Diagonal Span
7. Airport Rd at Woodrow Wilson St/Sydney Rd - Concrete Poles Diagonal Span

This assessment would be made utilizing the City's Library of Engineering Services contract via a work order with Rummel, Klepper & Kahl, LLP (RK&K) in the amount of $65,522.00. Project duration is estimated to be under three months.

RECOMMENDATION:

That the City Commission authorize a work order with Rummel, Klepper & Kahl, LLP (RK&K) for a structural condition assessment of seven (7) City-owned...
