TO: City Commission
FROM: Bill McDaniel, City Manager
SUBJECT: Resolution adopting revisions to the interlocal agreement with Hillsborough County Schools
EXECUTIVE SUMMARY:
The City Commission approved an interlocal agreement with the School Board in February 2003.
Sections 1013.33 and 163.31777, Florida Statutes, require coordination between school boards and local governing bodies regarding public educational facility planning, school siting, land use planning, and school concurrency.
The proposed revisions update the existing agreement to reflect current statutory requirements, coordination procedures, concurrency implementation measures, annual reporting requirements, and processes related to public school facility planning, development review, student enrollment projections, infrastructure coordination, and land use consistency.
The revised agreements continue the coordinated planning efforts among the School Board, the municipality, and the Hillsborough County City-County Planning Commission regarding future school facility needs and residential growth throughout Hillsborough County. The revisions do not substantially alter the overall coordination responsibilities of the parties; rather, they clarify and modernize procedures related to planning coordination, information sharing, school concurrency implementation, and development review processes.
RECOMMENDATION:
That the City Commission approve a resolution adopting the proposed changes to the interlocal agreement with Hillsborough County Schools.
FISCAL IMPACT:
No potential fiscal impact.
