SUBJECT: Interchange and Median Grounds Maintenance
EXECUTIVE SUMMARY:
The City's Agreement with Russell Landscape for interchange and median ground maintenance of I-4 interchanges and the North Park Road medians has expired.
The Procurement Department published Invitation for Bid (IFB) 26-029PK-IFB, Median and Interchange Mowing and Maintenance on March 31, 2026. Bids were received from the following respondents at the IFB submittal deadline on April 30, 2026, which includes 42 services annually.

A pre-award meeting was conducted with J&K Lawncare Specialist LLC on May 5, 2026, to verify the information submitted in its bid response. Following the meeting and review of the firm's qualifications and submission, staff determined that J&K Lawncare Specialist LLC is both responsive to the requirements of the IFB and responsible in its ability to perform the requested services.
The initial term of the agreement will continue through June 8, 2027. The agreement may be renewed for four additional one-year periods under the same terms and conditions.
A Notice of Intent to Award was issued on May 5, 2026, and no protest were received.
RECOMMENDATION:
That the City Commission authorize the City Manager to execute an agreement with J&K Lawncare Specialist LLC, for Median and Interchange Mowing and Maintenance, for $51,756.60, and to execute up to four additional one-year contract renewals.
