AGENDA REPORT
DATE: May 27, 2026
TO: City Commission
FROM: Bill McDaniel, City Manager
SUBJECT: Purchase of (3) EMS AutoPulse Devices
EXECUTIVE SUMMARY:
Plant City Fire Rescue is requesting approval to purchase three (3) Zoll Emergency Medical Service Auto Pulse Devices to replace the three auto pulses that have reached the end of their service life. This purchase will ensure that operational personnel are properly equipped and that the proper cardio pulmonary resusitation efforts are delivered.
• Improved Hemodynamics: The system distributes force over the anterior chest, providing superior coronary perfusion through circumferential compressions, which often yields better blood flow compared to manual CPR.
• Constant Quality & Minimal Interruptions: The device ensures consistent compression depth and rate, minimizing "no-flow" time, especially during patient transport or in challenging situations like ambulances or aircraft.
• Safety and Efficiency: By providing automated compressions, it frees up emergency medical personnel to focus on other critical, life-saving interventions.
• Optimal for Extended Resuscitation: It is particularly useful when human fatigue might lead to inconsistent compressions, such as during long resuscitation efforts
RECOMMENDATION:
That the City Commission authorize the City Manager to execute a purchase order with Zoll Medical Corporation to purchase three (3) Zoll Emergency Medical Service Auto Pulses via piggyback of the National Purchasing Partners (NPP) contract PS25850 for $72,753.24.
FISCAL IMPACT:
Funds are available in the General Fund.
