AGENDA REPORT
DATE: May 27, 2026
TO: City Commission
FROM: Bill McDaniel, City Manager
SUBJECT: Engineering Work Order with Mead & Hunt for professional services related to Flood Mitigation Conceptual projects
EXECUTIVE SUMMARY:
The 2024 hurricane season reemphasized the need for continued flood mitigation projects in Plant City. The Watershed Management Plan completed in 2024 evaluated several projects using conventional stormwater management techniques. While the projects did demonstrate some reduction in flood levels, the costs exceeded $80 million and did not appear to be cost effective.
This study will evaluate the use of pumped off-line storage systems to address the somewhat unique flooding conditions in Plant City.
Utilizing the City’s continuing contracts for engineering services, staff developed Engineering Work Order 21-020-04H-01 with Mead & Hunt to evaluate the concept within the drainage basins contributing to the Madison Park and Lincoln Park neighborhoods. These areas were selected for this evaluation based on the significant number of homes that were impacted during the 2024 hurricane season and the potential for downstream benefits. Further, projects in these areas may qualify for Community Development Block Grant - Disaster Recovery (CDBG-DR) funding due to the Low/Moderate Income (LMI) census ratings.
RECOMMENDATION:
That the City Commission authorize the City Manager to execute Engineering Work Order 21-020-04H-01 with Mead & Hunt in the amount of $89,700.00.
FISCAL IMPACT:
A budget adjustment and CIP budget adjustment for this new project is included in the agenda. Funds are available in the Stormwater Fund.
