AGENDA REPORT
DATE: June 8, 2026
TO: City Commission
FROM: Bill McDaniel, City Manager
SUBJECT: N. Franklin Street - W. English Street Drainage Improvements
EXECUTIVE SUMMARY:
This project is for engineering consulting services to perform drainage analysis, design, pre-construction, and post-design efforts for roadway and drainage improvements for the areas of N. Franklin Street from Spencer Street to Morse Street, W. Dixie Street from Franklin Street to Wheeler Street, Garden Street from Burton Street to Wheeler Street and W. English Street from Franklin Street to Wheeler Street. Previous design efforts yielded construction bids that exceeded the City's budgetary expectations. This work order will allow the City to explore alternative analysis and design that achieves the goals of the previous scope design, which were to mitigate nuisance flooding in the areas listed above, while reducing construction costs. The anticipated design work includes survey, environmental permitting, and utility coordination.
The scope of services to achieve the goals of this project are data collection, site improvement, design, construction details, permitting, utility coordination, preparation of bid specifications, bidding assistance, and award review. The initial report at 60% plans will evaluate an alternative analysis of drainage design for localized flooding relief, roadway widening suitability, evaluation of sidewalk network extension, school zone signage updates, and Engineer's Estimate of Probable Construction Cost. Post-design construction services are not included as part of this work order.
