AGENDA REPORT
DATE: June 8, 2026
TO: City Commission
FROM: Bill McDaniel, City Manager
SUBJECT: FDOT Off System Construction and Maintenance Agreement (Financial Project ID 451373-1-52-01 & 451374-1-52-01)
EXECUTIVE SUMMARY:
On behalf of the City of Plant City, the Florida Department of Transportation (FDOT) was tasked with the preliminary engineering, design, permitting, and construction of sidewalks to provide safer routes to Marshall Middle School (451373-1-52-01) and Tomlin Middle School (451374-1-52-01) for students and pedestrians residing within the Pinecrest, West Pinecrest, Terry Park, Palm Heights, and Cherry Park subdivisions. The Preliminary Engineering efforts were completed as in May 2024, and Design & Permitting efforts were completed in May 2026. Construction activities are expected to begin in Spring 2027. Given that both projects are not located on the State Highway System, a Construction and Maintenance Agreement is necessary during construction and upon the completion of the project.
The Marshall Middle School portion consists of approximately 3,860 feet of concrete sidewalks and other driveway & drainage improvements. The Tomlin Middle School portion consists of approximately 6,630 feet of concrete sidewalks and other driveway & drainage improvements.
RECOMMENDATION:
That the City Commission adopt a resolution to accept and approve the Off System Construction and Maintenance Agreement between State of Florida Department of Transportation and the City of Plant City for the Marshall Middle School Sidewalks and the Tomlin Middle School Sidewalks projects.
FISCAL IMPACT:
No fiscal impact. However, long-term O&M of new sidewalk & drainage structures are anticipated.
