AGENDA REPORT
DATE: June 8, 2026
TO: City Commission
FROM: Bill McDaniel, City Manager
SUBJECT: SCADA System Evaluation and Plan Project
EXECUTIVE SUMMARY:
The City of Plant City Utilities Operations Division operates and maintains the City’s integrated potable water, wastewater, and reclaimed water systems, including five water treatment plants, the Water Reclamation Facility (WRF), more than 50 lift stations, and associated remote facilities. These critical public utility systems are monitored and controlled through the City’s Supervisory Control and Data Acquisition (SCADA) system utilizing the VTScada platform.
The existing SCADA infrastructure supports continuous 24/7 operations and regulatory compliance; however, portions of the system require evaluation to address aging infrastructure, cybersecurity considerations, resiliency, operational efficiency, and future scalability.
Staff proposes to retain Carollo Engineers, Inc. to perform a comprehensive SCADA System Evaluation and Plan to assess existing hardware, software, communications, cybersecurity, governance, and operational technology systems. The project will develop a prioritized roadmap of recommended improvements, capital projects, estimated costs, and implementation schedules for incorporation into the City’s Capital Improvement Program (CIP).
RECOMMENDATION:
That the City Commission authorize the City Manager to execute the Engineer Work Order 21-020-08D-01 with Carollo in an amount not to exceed $237,720.98 for the SCADA System Evaluation and Plan Project.
FISCAL IMPACT:
Funds are available in the Water/Sewer Fund.
