                                                               Water Conservation District

EXECUTIVE SUMMARY:

Approval of this Memorandum of Understanding (MOU) authorizes the City of Plant City to partner with the Hillsborough Soil and Water Conservation District in the development of a Comprehensive Environmental Land Management Plan (CELMP) for McIntosh Preserve.

Under the agreement, the City will serve as the lead agency responsible for managing and completing the plan, while the District will provide technical guidance and support related to natural resource management, conservation, and environmental stewardship. The MOU establishes the roles and responsibilities of each party, does not obligate either party to expend funds beyond those separately approved through their respective budgeting processes, and remains in effect until the CELMP is completed and accepted.

The development of the CELMP is required by the Environmental Lands Acquisition and Protective Program (ELAPP) and Florida Communities Trust.

RECOMMENDATION:

That the City Commission authorize the City Manager to execute a Memorandum of Understanding with the Hillsborough Soil and Water Conservation District in the development of the required CELMP for McIntosh Preserve.

FISCAL IMPACT:

There is no fiscal impact.
