DATE:                                          August 10, 2026

TO:                                          City Commission

FROM:                                          Bill McDaniel, City Manager

SUBJECT:                     Grant an easement to Tampa Electric Company at Rowena Mays Athletic Park

EXECUTIVE SUMMARY:

Rowena Mays Athletic Park is currently undergoing an extensive construction and renovation process to significantly upgrade its recreational infrastructure.  The ongoing improvements include the installation of brand-new tennis, pickleball, and basketball courts, alongside various other park amenities.  To support the increased electrical demand from court lighting and new facilities, a new ground-mounted electrical transformer is required.

Tampa Electric Company (TECO) has designated the infrastructure upgrades needed but requires a permanent 15-foot by 100-foot utility easement as a condition of electrical service.  This 1,500-square-foot easement ensures TECO staff remain safe with free access to the transformer for ongoing operation, maintenance, and emergency repairs.

RECOMMENDATION:

Staff recommend that the City Commission adopt a resolution authorizing the City Manager to execute a permanent 15-foot by 100-foot utility easement with TECO.

FISCAL IMPACT:

There is no fiscal impact to CIP PK027 associated with granting this easement.
