AGENDA REPORT
DATE: August 24, 2026
TO: City Commission
FROM: Bill McDaniel, City Manager
SUBJECT: Parkson Sand Filtration Airlift Components
EXECUTIVE SUMMARY:
The City's Water Reclamation Facility has a Parkson-manufactured tertiary filtration system consisting of 65 sand filtration cells. Parson Corporation is the original equipment manufacturer (OEM) of the filtration system and the sole provider of compatible air lift replacement components.
Utilities Department is planning a coordinated replacement of both the sand and the air lifts. The sand media requires replacement to maintain treatment performance, regulatory compliance, and overall operational reliability. Conducting both replacements simultaneously will minimize downtime, reduce labor costs, and eliminate redundant work.
To ensure proper functionality and long-term system reliability, OEM parts must be used. The procurement department published Notice of Intent 26-062UM-NOI for sole source purchase on August 5th and closed on August 12th. No alternative suppliers were identified. The total cost of the airlift components is $67,175.
RECOMMENDATION:
That the City Commission authorize the City Manager to execute the sole source purchase with Parkson Corporation in the amount of $67,165 for the airlift components.
FISCAL IMPACT:
Funds are available in the Water/Sewer Fund: CIP # UM017 - IMPLEMENT
