SUBJECT: Continuing Contracts for Engineering Services



EXECUTIVE SUMMARY:

The City uses continuing contracts for engineering and architectural services when estimated construction cost of projects are less than the statutory limit of $7.9M. The existing contracts have expired and therefore a Request for Qualifications (RFQu) was developed for consideration of new contracts.

Procurement, in conjunction with Engineering, published RFQu 26-039EN-RFQu Professional Engineering Services Continuing Contracts on April 24, 2026. In response, 49 proposals were received on May 21, 2026. The RFQu requested qualifications in seven different categories, which are Site Development/General Civil, Transportation, Stormwater and Flood Mitigation, Mechanical/Electrical/Pluming, Geotechnical & Materials Testing, Environmental Contamination, and Survey, Mapping, & Subsurfacing Utility Engineering (SUE).

An evaluation/selection committee, consisting of Frank Coughenour, Tatyana Austin, Robin Bailey, Kirill Gorivenko, Herby Jean, Zack Knezevic, Fred Baxter, Wayne Fernandez, Julie Garretson, Jim Rini, Tonya Grant, Hye Kway (Jay), and John Allen Stock, met on July 24, 2026, and selected 43 firms to recommend to the Commission for contracts. Most of the firms selected were qualified in multiple categories.

All of the contracts are for a period of three years with two 2-year renewal options that may be exercised by the City Manager.

At this time, thirty agreements are ready for execution, while an additional thirteen vendors continue to negotiate terms of their agreements with City staff.

RECOMMENDATION:

That the City Commission authorize the City Manager to execute agreements with the Engineers listed in Exhibit A and authorize the City Manager and City Attorney to negotiate terms and execute agreements with the Engineers listed in Exhibit B.
