AGENDA REPORT
DATE: March 23, 2026
TO: City Commission
FROM: Bill McDaniel, City Manager
SUBJECT: Demolition of Old Public Works Buildings and Communication
Tower Improvements
EXECUTIVE SUMMARY:
The Solid Waste and Utilities Departments have successfully completed their relocation to the new operations facility at 902 N. Mobley Street. With the transition finalized, the former Solid Waste/Utilities building at 1802 Spooner Drive, the structures previously occupied by Environmental Compliance at 705 N. Alexander Street, and the abandoned lift station, are scheduled for demolition. These demolition activities will be coordinated with planned improvements to the communication tower infrastructure to streamline construction efforts and minimize operational impacts.
In conjunction with the demolition work, critical electrical and fiber optic systems must be rerouted to prevent service interruptions and to enhance the reliability and redundancy of Utilities’ communication network. The old Public Works building currently supports the communication tower responsible for monitoring the City’s water treatment plants, water reclamation facility, and lift stations throughout the service area. Maintaining uninterrupted telemetry and SCADA communication is essential to ensuring operational continuity and regulatory compliance.
Utilities is utilizing the existing continuing CMAR contract RFQ 21-024PU-RR with Charles Perry Partners, Inc. (CPPI) for this work. The proposed scope of work includes establishing an independent power supply for the communication tower, replacing the generator, constructing a new duct bank to provide fiber connectivity between the mechanical building, warehouse, and communication tower, and developing new IT rooms for both the warehouse and mechanical building.
The contractor has submitted a Guaranteed Maximum Price (GMP) of $1,013,211.00, with potential cost reductions anticipated through salvage of structural steel, value engineering efforts, and owner direct purchases to reduce tax expenditures.
The 1802 Spooner Drive site will be converted into additional parking for Solid Waste trucks and for Utilities Maintenance trucks and equipment. The 705 N. Alexander Street site will be reserved for future expansion of the Water Reclamation Facility.
RECOMMENDATION:
That the City Commission authorize the City Manager to execute a Construction Work Order with CPPI in the amount of $1,013,211.00 for demolition of buildings at 1802 Spooner Drive and 705 N. Alexander Street, demolition of the abandoned lift station, parking improvements, and improvements to the communication tower.
FISCAL IMPACT:
Funds are available in the Water/Sewer Fund.
