SUBJECT:                     Change Order #1 - Construction Contract with American Construction Services, Inc. of Tampa, for the North Woodrow Wilson Street Sidewalk Improvements CDBG

 

 

EXECUTIVE SUMMARY:

 

On May 12, 2026, the City Commission awarded American Construction Services, Inc. of Tampa as the lowest responsive and responsible bidder for the North Woodrow Wilson Street Sidewalk Improvements CDBG project.

 

At the pre-construction meeting, a non-recorded 6-inch sanitary lateral along W. Moody Ave. servicing one building on the east side N. Woodrow Wilson St. was discovered and made aware to the design team and contractor. Due to the depth of the sanitary lateral, it conflicts with the proposed 12-inch potable watermain and 18-inch drainage pipe, and relocation is not feasible. During the shop drawing review process, the Engineer of Record (EOR) recommended the removal of two (2) storm manholes from the project design and extending an already proposed 18-inch drainage pipe. The changes would still maintain the same conveyance and accomplish the project goal aiming to provide a safe and accessible walking path between W. Lowry Avenue to the CSX railroad. Additionally, prior to the excavation work, the contractor located approximately 200 LF of existing 12-inch potable watermain away from the road, not as depicted on the survey, causing various conflicts with the proposed 18-inch drainage pipe, drainage structures, and sidewalk path. A change order is necessary to address these existing unforeseen site conflicts.

 

Change Order #1 includes the addition of a conflict structure for a 6-inch PVC sanitary lateral, the removal of two (2) storm manholes from the original bid, the addition of 220 LF of new 12-inch DIP watermain & appurtenances, and roadway restoration efforts due to the watermain replacement work.

 

RECOMMENDATION:

 

That the City Commission authorize the City Manager to execute Change Order #1 to the construction contract with American Construction Services, Inc. of Tampa, in the amount of $151,832.47.

 

 

FISCAL IMPACT:

 

There is a budget adjustment and CIP adjustment included in this agenda. Once approved, funds will be available within the following accounts:

 

CIP # UM009 - Water Line Replacement - $85,000

Mobility Fees (Zone 3) - $66,832.47
