SUBJECT: Construction Work Order with Killebrew for Reynolds St
Sewer Main Replacement
EXECUTIVE SUMMARY:
The Utilities Department has identified a section of sewer main in critical condition within the CSX right-of-way on Reynolds Street, between North Palmer Street and North Michigan Avenue. The existing deterioration is causing a blockage that prevents sewer flow from upstream manhole 2-712 to downstream manhole 2-711. In October 2024, Hurricane Milton exacerbated the situation into an emergency condition. To protect the public health, safety, and welfare of our downtown occupants, staff identified an existing municipal contract and a construction firm to perform this complicated repair.
The As-Needed Utilities Construction Services with Killebrew, Inc., under City Project 25-033UM-TG-PB, was approved at the City Commission meeting on March 10, 2025. Under this continueing construction services contract, Killebrew, Inc. has developed a construction work order to replace the sewer main.
The scope of work includes installing approximately 214 linear feet of new sewer main and associated manholes to reroute. The existing sewer main will be grouted abandoned in place. Additionally, the project includes support services such as engineering, and surveying. The estimated construction cost is $584,585.32.
This sewer replacement construction requires a permit from the Hillsborough County Environmental Protection Commission, the Florida Department of Transportation, and CSX. The Utilities Department is already working on the permit application to expedite the process. The project schedule will be determined upon receipt of all three permits.
RECOMMENDATION:
That the City Commission authorize the City Manager to execute a Construction Work Order with Killebrew, in the amount of $584,585.32, to replace the sewer main on Reynolds Street.
