SUBJECT: Resolution Approving 2021-2022 Community Development Block Grant Streets Resurfacing Project
EXECUTIVE SUMMARY:
On February 28, 2022, the City Commission approved an agreement for the FY 2021-2022 Community Development Block Grant (CDBG) Streets Resurfacing Project. The project includes milling and resurfacing of 1.6 miles of existing local roads. The project also includes at specific locations: replacement of existing road base, concrete curb, sidewalk, and ADA ramps.
Streets to be Milled & Resurfaced:
1. W Lowry Avenue from N Woodrow Wilson Street to S Alexander Street.
2. W Nosleda Street from S Alexander Street to Carey Street.
3. N Plum Street from W Reynolds Street to Dead End.
4. N Lemon Street from W Reynolds Street to Dead End.
5. Fig Street from W Reynolds to W Lowry Avenue.
6. Mobley Street from W Reynolds Street to W Lowry Avenue.
7. Magnolia Street from W Reynolds Street to W Lowry Avenue.
8. N Plant Avenue from W Reynolds Street to W Lowry Avenue.
On July 11, 2024, the Procurement Division published Invitation to Bid 24-029EN-FC-IFB, 2022 CDBG Streets Resurfacing Projects. The bid documents included a Base bid and an Alternate bid; the amounts provided below are for the Base and Alternate bids combined. The following bids were received at the IFB submittal deadline of August 22, 2024. The staff engineer’s estimate for the project was $715,000.00.

Ajax Paving Industries of FL, LLC $1,153,695.00
The bids were evaluated and C.W. Roberts Contracting, Inc. was determined to be the lowest responsive and responsible bidder. A Notice of Intent to Award was issued on August 23, 2024.
RECOMMENDATION:
That the City Commission authorize the City Manager to execute a contract with C.W. Roberts Contracting, Inc. for $869,945.70, for the Base and Alternate bids combined, for the CDBG FY 2021-2022 Street Resurfacing Project.
FISCAL IMPACT:
There is $321,374.26 available in CIP # CS011 for this project. The additional funding of $592,000.00, including 5% project contingency, will be transferred from CIP # ST001 - Street Resurfacing. The CIP budget adjustment is included in the agenda packet.
