FROM: Bill McDaniel, City Manager
SUBJECT: Engineering Work Order with Halff Associates, Inc. for Construction Engineering and Inspection Services for Rowena Mays Athletic Park
EXECUTIVE SUMMARY:
On March 27, 2023, the City Commission approved Engineering Work Order (EWO) 21-020-01P-03 with WSP USA, Inc. (WSP) for design and permitting for the new Rowena Mays Athletic Park. In December, 2024, staff began coordinating with Manhattan Construction Company (MCC) to develop a Guaranteed Maximum Price (GMP) to construct the new park through the City's continuing contracts for Construction Manager At-Risk (CMAR) Services.
On April 14, 2025, the City Commission approved Construction Work Order (CWO) 21-024-PU-RR-08 with MCC for a GMP of $5,889,766, with a total project duration of 17 months from Notice-to-Proceed. On May 12, 2025, a Limited Notice-to-Proceed was issued to proceed with procurement of subcontractors and construction materials. On November 3, 2025, the City's Notice-to-Proceed was issued to commence construction. During November and December, 2025, MCC performed demolition, tree removal, and earthwork. MCC scheduled underground utility, electrical, and structure installation work for the first quarter of 2026.
New construction of the park includes multiple construction disciplines: civil, structural, utilities, landscaping, construction of public restrooms, two expanded parking lots, two lighted tennis courts, eight lighted pickleball courts, two lighted basketball courts, a pedestrian connector bridge, sidewalks, pavilion, and rest areas. Given the scale, complexity, public interest, and visibility of this project, dedicated Construction Engineering and Inspection (CE&I) support will be essential to ensure successful project delivery. Staff obtained a CE&I services proposal from Halff Associates, Inc. through the City's continuing contracts for engineering services. CE&I services will provide the specialized expertise to monitor contractor performance, verify materials and workmanship, maintain accurate project reports and documentation, and ensure adherence to schedule and budget.
RECOMMENDATION:
That the City Commission authorize the City Manager to execute Engineering Work Order 21-020-01I-02 with Halff Associates, Inc. for $ 269,767.00.
FISCAL IMPACT:
This Engineering Work Order will be charged to CIP PK-027 IMPLMT 312 Capital - Rowena Mays Athletic Park. A budget adjustment and project budget adjustment have been included in this agenda packet.
