FROM:                                          Bill McDaniel, City Manager

SUBJECT:                     Evaluation for Multiple Water Reclamation Facility Components

EXECUTIVE SUMMARY:

The City of Plant City operates and maintains the Water Reclamation Facility (WRF) located at 1500 W. Victoria Street. The facility, identified as FL0026557, is permitted to treat up to 10 million gallons per day (MGD) of wastewater.

The facility is currently experiencing several operational challenges. Digester 2 is out of service due to failed and obsolete mixing components. The influent and effluent ground storage tank (GST) valves are failing, which prevents proper operation and the ability to isolate tanks for maintenance. The Chlorine Contact Chamber (CCC) has visible deterioration, including compromised screen covers, and requires a new protective coating to restore integrity and ensure compliance with regulatory requirements. In addition, portions of the electrical supply remain tied to the original plant infrastructure and must be assessed for potential upgrades to meet current operational demands.

These components are critical to the facility’s ability to effectively treat wastewater and maintain compliance with regulatory standards and corrective action essential to sustaining reliable operations.

The Utilities Department proposes to utilize the Continuing Engineering Contract RFQ 21-020EN-FC with Wade Trim, Inc. to perform the evaluation and develop repair and replacement recommendations at a cost of $76,054. The purpose of this work order EWO 21-020-06L-02 is to evaluate these challenges and provide recommendations for modifications that can be designed and implemented in subsequent work orders.

RECOMMENDATION:

That the City Commission authorize the City Manager to execute Engineering Work Order 21-020-06L-02 with Wade Trim, in the amount of $76,054, to evaluate Digester 2, GST valving, CCC Drainage and Electrical Supply.

FISCAL IMPACT:

Funds are available in the Water/Sewer Fund CIP # UM017 - WRF Unscheduled Equipment Replacement.
