EXECUTIVE SUMMARY:
The Planning and Zoning Division has received voluntary annexation petitions for 15 parcels totaling 153.04 ± acres.
ANX-2022-11 contains six (6) parcels totaling 89.35 ± acres located on the north side of Swindell Road, east of Charlie Taylor Road, and west of County Line Road. The application states the reason for this annexation is for future development. There are applications for a Comprehensive Plan Amendment (PC/CPA 22-15) and Rezoning (PB-2022-48) for the subject properties.
ANX-2023-01 contains four (4) parcels totaling 39.32 ± acres located on the east side of South Baptist Church Road, south of West Alexander Street. The application states that the intended use for annexation will be for the development of a single-family attached (townhome) residential project. There are applications for a Comprehensive Plan Amendment (PC/CPA 23-01) and Rezoning (PB-2023-37) for the subject properties.
ANX-2023-02 contains three (3) parcels totaling 7.36 ± acres located at the northeast corner of Charlie Taylor Road and East US Highway 92 (see location map). The application states that the intended use for annexation will be to incorporate the parcels into the Southern Oaks Business Park Planned Development, for industrial use. There are applications for a Comprehensive Plan Amendment (PC/CPA 23-02) and Rezoning (PB-2023-30) for the subject properties.
ANX-2023-03 contains two (2) parcels totaling 17.01 ± acres located on the north side of East Trapnell Road, east of James L Redman Parkway (see location map). The application states the reason for this annexation is for future residential development. There currently are no applications for a Comprehensive Plan Amendment nor rezoning for the subject properties.
It has been concluded that the parcels are contiguous to the City of Plant City and reasonably compact, thereby not conflicting with any of the requirements of Chapter 171, Florida Statutes, for annexing properties.
These annexations will incur 6 tons of solid waste obligation from the City to County.
On October 25, 2023, and November 15, 2023, the Planning Board voted (4-1) [ANX-2022-11], (6-0) [ANX-2023-01 & ANX-2023-02], and (5-1) [ANX-2023-03] to forward the voluntary annexation requests to the City Commission with recommendations of approval.
RECOMMENDATION
Adopt an ordinance approving the annexations.
FISCAL IMPACT:
The annexations, if approved, will provide tax revenue from the future development of the parcels.
