SUBJECT: Continuing Contract for Engineering Services for Utilities
EXECUTIVE SUMMARY:
The City uses continuing contracts for engineering and architectural services when estimated construction cost of projects are less than the statutory limit of $7.9M. The existing contracts have expired and therefore a Request for Qualifications (RFQu) was developed for consideration of new contracts.
Procurement, in conjunction with Utilities, published RFQu 26-030AU-RFQu Continuing Professional Engineering Services for Utilities on April 14, 2026. In response, 29 proposals were received on May 21, 2026. The RFQu requested qualifications in four different categories, which are Water/Wastewater/Reclaimed Water Conveyance Systems/Staff Augmentation, Water and Wastewater Treatment Process, Environmental and Sustainability, and Electrical, Instrumentation and Controls, SCADA, and Systems Integration.
An evaluation/selection committee, consisting of Lynn Spivey, Tonya Grant, Hye Kway (Jay), Patrick Murphy, and John Allen Stock, met on July 7, 2026, and selected 21 firms to recommend to the Commission for contracts. Most of the firms selected were qualified in multiple categories.
All of the contracts are for a period of three years with two 2-year renewal options that may be exercised by the City Manager.
At this time, nine agreements are ready for execution, while an additional twelve vendors continue to negotiate terms of their agreements with City staff.
RECOMMENDATION:
That the City Commission authorize the City Manager to execute agreements with the Engineers listed in Exhibit A and authorize the City Manager and City Attorney to negotiate terms and execute agreements with the Engineers listed in Exhibit B.
Exhibit A is a list of Engineers the City Manager will be executing agreements with the Commission’s authorization.
Exhibit B is a list of the Engineers the City Manager and City Attorney will be negotiating terms and executing agreements with the Commission’s authorization
FISCAL IMPACT:
The expenditures will be charged to various funds and projects throughout the City depending on the type of service that will be provided.
