TO:                                          City Commission

FROM:                                          Bill McDaniel, City Manager

SUBJECT:                     Engineering Work Order with DRMP, Inc. for professional services related to Roadway Improvements projects (Group 2)

EXECUTIVE SUMMARY:

On March 24, 2025, the City Commission approved grant agreement #G3A96 / FPN454832-1-54-02 (Surtax Grant) to resurface 15.25 miles of streets throughout the City. Also, on May 27, 2025, the City Commission approved grant agreement #G3E32 / FPN454846-1-54-01 (Earmark Grant) to resurface and make other improvements to 9.26 miles of streets throughout the City

The grant agreement requires adherence with certain FDOT standards and procedures. To ensure compliance with these requirements, staff evaluated qualified engineering consultants to complete the design and other related work. Due to the quantity of work involved in the two grant agreements and the 2025 City Funded Resurfacing project, the work was divided up into four groups for assignment to four consultant firms.

Utilizing the City’s continuing contracts for engineering services, staff developed Engineering Work Order 21-020-02D-04 with DRMP, Inc. to develop plans and specifications for approximately 6.83 miles of street resurfacing projects (Group 2). The “Group 2” project list involves 0.92 miles of roads included in the Surtax grant, 1.12 miles of roads included in the City’s 2025 Street Resurfacing Project, and 4.79 miles or roads included in the Earmark grant. Work to be completed on these streets will include resurfacing and minor safety and drainage improvements, approximately 3.12 miles of new sidewalk and associated drainage improvements, and approximately 265 feet of new pedestrian boardwalk and bridge crossing the East Canal at Cherry Street. The estimated construction cost for Group 2 projects is $6,007,000.00.

RECOMMENDATION:

That the City Commission authorize the City Manager to execute Engineering Work Order 21-020-02D-04 with DRMP, Inc. in the amount of $2,070,611.55.
