DATE:                                          April 22, 2024

TO:                                          City Commission

FROM:                                          Bill McDaniel, City Manager

SUBJECT:                     Video Management Software Upgrade

EXECUTIVE SUMMARY:

Traffic Operations recently acquired Bosch 7000i cameras via new FDOT projects. As these feeds became live, the City's Bosch Monitor Wall software was found to be incompatable to display live feeds of the 7000i cameras and will need to be upgraded to display the video stream from the latest cameras.

The current version of the Bosch Monitor Wall software runs Windows 7 and the video wall decoders are unable to upgrade to Windows 11.  New ITS Express decoders come with Windows 11 installed and the Milestone XProtect video management system.  This system includes an ITS Express VMS server capable of running Windows 11.

The proposed upgrade will allow display of the Bosch 7000i feeds on the video wall. This ability has been tested and confirmed with a demonstration Milestone XProtect system provided by Express Supply. Other researched brands include VDG Sense and Cameleon.

The Milestone XProtect video management system includes an advanced analytics backend that incorporates many different manufacturer integrations.  In the near future, the video wall in the Traffic Operations Traffic Management Center will need to be upgraded as the video resolution is low by today's standards. The upgraded video decoders will support higher resolutions, including 4K, through the use of the more advanced Display Port standard and will support future growth and compatibility with more CCTV brands and future video wall displays.

Additionally, the Milestone XProtect system includes a mobile video server for forwarding streams to mobile devices.  It also contains a mapping function which allows for easy placement of the CCTV equipment on Google maps, simplifying the process of pulling up specific location cameras during an incident.

RECOMMENDATION:

That the City Commission authorize the City Manager to execute the purchase of the new video management system and components for $67,837.89 from Express Supply via piggyback off of Omina Partners contract number R210404 and Seminole County contract number IFB-604121-21.

FISCAL IMPACT:

Funds are available in CIP Project # TR001 - Advanced Traffic Management System (ATMS).
