SUBJECT: Sole Source Purchase of Vaughan Chopper Pumps for Lift Station 39
EXECUTIVE SUMMARY:
Lift Station 39 currently has two Ebara pumps that are past their service life and are experiencing frequent clogging. The lift station is experiencing increased maintenance and repair incidents that require the pumps to be pulled. Staff recommends replacing the existing pumps with Vaughan Chopper Pumps to improve reliability and reduce the frequency of maintenance associated with pump clogging.
Vaughan Chopper Pumps incorporate a cutting system designed to process solids and fibrous materials prior to discharge. The proposed Vaughan Model SR4V-123 pump is rated at 480 gallons per minute at 145 feet total dynamic head and includes a 50 HP submersible motor.
Vaughan Chopper Pumps are the pumps that the City has standardized for pumps rated 10 HP or more. Vaughan Company, Inc. has identified F. J. Nugent & Associates, Inc. as its appointed representative and sole-source provider for Vaughan products in the State of Florida, including sales, service, and parts.
A notice of intent to sole source was issued on August 26, 2026, and no responses were received.
Staff is requesting authorization to purchase two (2) Vaughan Model SR4V-123 Submersible Chopper Pumps from F. J. Nugent & Associates, Inc. for $119,172.00 including shipping for installation into Lift Station 39.
The vendor's proposal identifies approximately 23-25 weeks for equipment delivery following receipt of approved submittals.
RECOMMENDATION:
Staff recommends approval of the purchase of two (2) Vaughan Model SR4V-123 Submersible Chopper Pumps from F. J. Nugent & Associates, Inc., in the amount of $119,172.00, and approval of F. J. Nugent & Associates, Inc. as the sole-source provider for this purchase.
