DATE:                                          April 28, 2024

TO:                                          City Commission

FROM:                                          Bill McDaniel, City Manager

SUBJECT:                     Resolution setting a quasi-judicial public hearing on an ordinance to rezone 410.2± acres to the Stalwart Planned Development District, with specific approval requests, located north of Knights Griffin Road, west of Bailey Road and east of Paul Buchman Highway (PB-2023-43).

EXECUTIVE SUMMARY

The applicant proposes to rezone approximately 410.2± acres located at the northeast corner of Knights Griffin Road and Paul Buchman Hwy from Eagle’s Crest Planned Development District and Hillsborough County Agriculture Single Family-1 to the Stalwart Planned Development District.

The applicant proposes the following:

•                     3,400,000 square feet of Industrial (M-1) uses, excluding any uses dealing with adverse impacts (i.e. dangerous liquids, materials, or gases), bottling plants that require a high volume of water, and any use that creates any nuisance, including unreasonable dust, odors, noise, vibration, or glare such as but not limited to recycling facilities and concrete plants.

•                     Commitment to 46% or 190.5 acres of Open Space as defined in Section 102-3 and 102-1375 (an additional 21.5 acres contribute to open areas as well but cannot be counted toward the open space calculation).

•                     Enhanced buffers are proposed along all borders of the project including the project retaining, to the greatest extent possible and where appropriate, natural features on the external perimeter boundary for use in landscape buffers. Three types of buffers are proposed and labeled throughout the perimeter.

•                     Commitment to specific agreed upon buffering and screening with seven (7) different adjacent property owners (see attached buffering exhibit and page 3 of the PD Plan).

•                     Minimum setbacks ranging from 100 feet to 150 feet for proposed building envelopes.

•                     Dark sky lighting standards and requirements.

•                     Various transportation commitments including; left and right turn lanes at all non-emergency full access points, proportionate share contributions for intersections, and light improvements at Knights Griffin and Paul Buchman Hwy totaling $941,669.00.

•                     As requested by certain adjacent property owners, access from Half Mile Road is permitted only as neighborhood emergency access. This is intended only for local residents to use drive aisles if access along Half Mile Road is blocked at or near SR 39.

•                     Residential access to Carlton Road is being preserved. Should the property ever develop as something other than residential, cross access through the project shall be provided north of building one.

In conjunction with this rezoning, the applicant is requesting the following specific approvals:

1.                     Specific approval from section 102.1421(a)(2), regarding parking for warehousing/distribution. The Plant City Code requires 0.6 spaces per 1,000 SF. Specific approval is requested to allow parking to follow the Average Rate for Peak Period Parking Demand in the ITE Parking Generation Manual, 6th Edition for Warehousing which is 0.37 spaces per 1,000 SF GFA. A reduction of 0.23 spaces per 1,000 square feet.

2.                     Specific approval from section 102-1315(1), regarding all industrial uses being required to be located on or have direct access to an arterial road. Specific approval is requested to permit industrial access from a collector roadway to better distribute project trips through three access points. This request only applies to access B and C as North Alexander/Paul Buchman Hwy is an arterial roadway.

On December 11, 2024, staff presented a recommendation of approval for the rezoning and associated specific approvals for the Stalwart Planned Development District to the Planning Board, based on the positives, negatives and mitigating factors presented in the staff report for PB-2023-43. The Planning Board voted (6-0, with 1 abstention) finding the proposed rezoning and specific approval requests consistent with Chapter 102 - Zoning, Plant City Code of Ordinances and the Imagine 2040: Plant City Comprehensive Plan and forwarded the request to the City Commission with a recommendation of Approval, subject to the following conditions:

1.                     Subject to the Northeast Master Plan updates fully approved.

2.                     Develop the project site based on 500-year flood standards.

3.                     Utility/water/sewer lines built to allow for future expansion.

4.                     Half Mile Road residents provided an exit route.

5.                     Building 8 & 9 to have interior railway access.
