DATE:                                          May 27, 2026

TO:                                          City Commission

SUBJECT:                     Public Hearing for CDBG-DR HMGMP

EXECUTIVE SUMMARY:

The City of Plant City is required to conduct a public hearing to notify residents of its intent to seek Community Development Block Grant - Disaster Recovery (CDBG-DR) funding through the Florida Department of Commerce (Flordia Commerce). This hearing fulfills the citizen-participation requirement for application under the Rebuild Florida Hurricane Ian Hazard Mitigation Grant Match Program (HMGMP).

Florida Commerce has issued an intent to award the City $142,437.75 in CDBG-DR funds to serve as the required local match for the City's previously approved Hazard Mitigation Grant Program project.

The proposed project includes a communication tower infrastructure retrofit to strengthen the reliability of the City's utility communication systems. The scope involves installation of a stand-alone generator for the communication tower, an independent electrical power source, and improvements to the lift station communication system. These upgrades will help ensure continuous monitoring and operation of the City's Water Treatment Plants, Water Reclamation Facility, and all public sewer lift stations.

Florida Commerce has provided the City with a Rebuild Florida HMGMP information request packet which must be completed and returned by June 26, 2026 for final eligibility verification. Conducting this public hearing allows the City to move forward in the grant process and ensures that residents have the opportunity to comment on the proposed use of CDBG-DR funds.

RECOMMENDATION:

At the conclusion of the public hearing, the City Commission accept the Florida Commerce CDBG-DR grant for a communication tower infrastructure retrofit in the amount of $142,437.75.

FISCAL IMPACT:

A budget adjustment and CIP budget adjustment for the communications tower infrastructure retrofit project is included in the agenda.

This grant would supplement CIP UM021 and UM041.
