AGENDA REPORT
DATE: August 12, 2024
TO: City Commission
FROM: Bill McDaniel, City Manager
SUBJECT: McIntosh Preserve Wetlands Expansion
EXECUTIVE SUMMARY:
The final design of a 120-acre wetland to increase storage and treatment capacity at the McIntosh Park site and enhance the existing 45-acre wetland treatment system is complete. This Work Order Modification No. 1 incorporates Southwest Florida Water Management District’s (SWFWMD) peer review comments based on 60%, 90%, and 100% design plans, construction bid documents, ICPR4 continuous simulation model, final design concept results, ERP, CSX, 404, NPDES and associated permitting to provide localized flood improvements, improve surface water quality, and provide reclaimed water from the City’s Water Reclamation Facility (WRF) as a source of supplemental water to stabilize wetland hydroperiods.
This scope of services adds Phase I Cultural Resources Assessment Survey (CRAS), as requested by the Florida Seminole Tribe, to provide reasonable assurance this project will not negatively affect any cultural or historic artifacts. This scope of services also includes the translation of Environmental Resource Permitting wetland UMAM scores into the scoring format required by the Army Core of Engineers. As the Section 404 ERP program is undergoing review for permitting delegation authority, this task allows the City to proceed with federal WOTUS certification through the Army Core of Engineers.
This scope includes the structural engineering services and construction plans for 1,025 linear feet of boardwalks to maintain wetlands, foundation design for pavilion structure, and precast ranger station/restroom/ and porch. The original work order cost is $571,950.00. This modification of $76,490.40 brings the total cost to $648,440.40.
RECOMMENDATION:
That the City Commission authorize the City Manager to execute Work Order Modification No. 1 with Dewberry Engineers in the amount of $76,490.40.
FISCAL IMPACT:
Funds are available in the Water/Sewer Fund, CIP # UO033 - McIntosh Preserve Wetland.
