AGENDA REPORT
DATE: November 10, 2025
TO: City Commission
FROM: Bill McDaniel, City Manager
SUBJECT: Water Reclamation Facility Effluent Pumps Replacement
EXECUTIVE SUMMARY:
The City of Plant City currently operates and maintains the Water Reclamation Facility (WRF), located at 1500 W. Victoria Street. The facility ID is FL0026557 and it has a permitted capacity to treat 10 million gallons per day (MGD) of wastewater.
The facility currently operates six vertical pumps that convey treated effluent from the chlorine contact chamber to the reclaimed water storage tank. These pumps play a critical role in maintaining hydraulic continuity and preventing delays in the treatment process.
Of the six pumps in operation, four were originally installed in 1997, and two were added in 2008 as part of the facility's expansion. In April 2024, the Utilities Department completed a comprehensive condition assessment of the WRF. The assessment identified that multiple pumps exhibit signs of advanced mechanical degradation and corrosion. Specifically, significant corrosion was observed on the outer pump housings and motor assemblies. Moisture intrusion was recorded within the motor, indicating compromised integrity and an elevated risk of failure.
The Utilities Department would like to utilize Continuing Contract #22-023UO-TG with Coastal Pump & Equipment, Inc. to perform the replacement work. The total estimated cost is $312,969.22 to replace both Pump 3 and Pump 4. Replacing the pumps will help ensure continued reliability and operational efficiency.
RECOMMENDATION:
That the City Commission authorize the City Manager to execute a purchase order with Coastal Pump & Equipment, Inc. under contract 22-023UO-TG for the purchase and installation of two effluent pumps for WRF, in the amount of $312,969.22.
FISCAL IMPACT:
Funds are available in the Water/Sewer Fund, CIP # UM017 - IMPLEMENT - WRF Equipment.
